Here is an app that adjusts your device's TTL to a specific or randomly chosen value, helping you get around mobile hotspot tethering restrictions. The utility has been tested with all Russian carriers.

Characteristics

Mobile network operators often block the ability to share your Internet connection, a practice known as tethering. Fortunately, this limit can usually be lifted with software tweaks.

TTL Master was originally built to get past tethering limits on the Yota network, but it has also worked well with other carriers, including Tele2, Beeline, MegaFon, and MTS.

The app can switch your device's default TTL to a random value automatically, so you don't have to change it by hand (a manual option is available too). This keeps hotspot sharing running smoothly: when the traffic cap for one TTL is reached, the app moves to another value and the counter starts over.

How to use it?

The app has a Russian-language interface, so the menu is easy to follow. You will likely rarely need the automatic mode, though: it's usually better to enter the number yourself, 64, and tap "Apply".

Then tap "Try IPTABLES rule". The number 64 should then appear throughout the app.
