Your main objective is to observe the citizens and quietly steer their lives from behind the scenes. You'll need to carry out your duties carefully by installing listening devices throughout the building and taking action against the authorities.
Be sure to build a profile for every character, since people's lives may hang on the decisions you make. Along the way, you'll discover how to use blackmail, move the story forward, and carry out a series of actions to complete quest chains.
